Zero-Dose Learning Hub – Technical Resources to Support Gavi 6.0

Partnering closely with Country Learning Hubs in Bangladesh, Mali, Nigeria, and Uganda, the Zero-Dose Learning Hub (ZDLH) works to close the global immunization gap by generating practical, evidence-based resources to help immunization programs better identify and reach zero-dose (ZD) and under-immunized children. The following repository contains toolkits and resources developed by the ZDLH and its partners. This collection of KT resources, including a practical toolkit, country spotlights, blogs, and webinar materials, highlights the work of the four Country Learning Hubs and is designed to strengthen the use of evidence and learning in immunization programming.

The Operational Guidance: Estimating the Costs of Interventions to Reach Zero-Dose Children toolkit provides practical methods for calculating the financial and economic costs, including incremental costs of interventions targeting ZD children. Designed for program managers and implementers, the guidance supports strategic budgeting, resource allocation, and planning of vaccination programs. Aligned with WHO standards, this resource helps practitioners make evidence-based decisions, optimize program investments, and advance immunization equity in underserved and hard-to-reach communities.

This toolkit provides practical guidance for designing, monitoring, and evaluating immunization efforts aimed at identifying and reaching ZD and under-immunized children. Developed as a plain-language resource, this tool helps government stakeholders, donors, and implementers to build measurement plans grounded in theories of change and evidence. The toolkit also guides users to adapt these plans throughout implementation and use findings to strengthen both programs and evaluation practices.

By offering practical tools to generate timely and reliable data, the guidance helps identify service delivery gaps, assess vaccination coverage at the appropriate ages, and examine barriers to uptake. While focused on immunization, LQAS is a versatile method that can be applied across health services in resource-limited or remote settings, supporting decision-makers to improve program quality and health outcomes.
